Look for a logo from an independent organic certifying body.

The labels that matter in New Zealand and Australia are:

BioGro – (NZ) is accredited by NATRUE, an internationally recognised natural certification requiring at least 75% of your product range/brand must be Natural Cosmetics, Natural Ingredients (% organic), Derived Natural Ingredients (% organic), Nature Identical Ingredients and Water. http://www.biogro.co.nz/ or http://www.natrue.org/products/raw-materials/
Asure Quality – (NZ) Certified Organic and Made with Organic Ingredients (70-94%) branded cosmetic products
OFC – (Organic Food Chain), http://www.organicfoodchain.com.au/
ACO -(Australian Certified Organic), http://austorganic.com/NASAA – (National Association for Sustainable Agriculture Australia) http://www.nasaa.com.au/
BDIH – European certification established in 1996. Ecocert – European certification

Nature identical preservatives are very important.

Some but not all will allow the use of preservatives to ensure that products are microbiologically safe and have a stable shelf life. Certain nature-identical preservatives are allowed in addition to natural preservatives. When these preservatives are used, products must be labelled. Some of these are: benzoic acid, its salts and ethyl ester, salicylic acid and its salts, sorbic acid and its salts, benzyl alcohol.
